「フィジー大規模サイクロン災害復興支援アピール」開催のご案内

先般、諸事情により延期となりました駐日フィジー共和国大使館主催「大規模サイクロン災害復興支援アピール」（後援：笹川平和財団）につきまして、４月12日（火）午後6時より、笹川平和財団ビルで開催されることが決定いたしましたので、あらためてご案内申し上げます。
本年２月20日～21日、南半球史上最強のサイクロン・ウィンストンが、最大風速84.9ｍ／秒、カテゴリー５の勢力を保ちながらフィジーを直撃し、各地に甚大な被害をもたらしました。フィジー政府は減災をめざし、住民に対する事前の情報伝達・避難の呼びかけなどを行いましたが、死者44名、推定人口90万人の約40％にあたる35万人が被災し、特に離島部および沿岸部では、豪雨、強風、そして津波のような高潮により多くの村落が壊滅的被害を受けました。

フィジー政府は、国連機関、日本、豪州、ニュージーランド、米国、フランス、イタリア、スウェーデン、インド、中国、韓国、サモア、ナウル、ソロモン、マーシャル、国際赤十字・赤新月社などの国際社会と共に緊急支援に取り組んでおりますが、依然として食料、水、仮設住居、医薬品等、５億ドル規模の支援が必要であり、また今後、資金のみならず物資や技術などの中長期的支援が必要な状況にあります。

この「大規模サイクロン災害復興支援アピール」では、マタイトンガ特命全権大使および駐日フィジー共和国大使館職員が災害の実態、現状、必要な支援に関する説明を行います。またプログラム終了後には、皆様に大使をはじめ大使館職員と自由に会話していただく場を設ける予定です。

フィジーは1970年の独立以来、日本の親しい友人であり、東日本大震災以降、駐日フィジー共和国大使館は毎月のように被災地を訪問し、フィジー政府は被災地の学生を無償でフィジーに招くなど日本に対する支援を続けてきました。

本プログラムの趣旨をご理解いただき、皆様のご参加とご協力のほど、よろしくお願いいたします。

“Fiji – Worst Tropical Cyclone Winston Coverage & Rehabilitation Appeal”

■Overview

Category 5 Tropical Cyclone Winston – the most devastating storm in recorded history in the Southern Hemisphere with a maximum speed of 84.9m/s ravaged Fiji on the 20-21 of February 2016. Cyclone Winston has flattened entire villages particularly those in remote and coastal areas with torrential rain, storm surges and wind gusts. Reports from the Fijian Government and various international agencies indicated that the scale of destruction is beyond anything experienced before in Fiji. Winston took lives, destroyed homes and livelihoods, and cut off many Fijians from utilities, telecommunications, education and essential medical services. With Fiji’s projected population of 900,000, and approximately 350,000, or 40% of the population were directly affected. The death toll stands at 44 with countless injured. Public infrastructure have been devastated, homes shattered, schools ravaged, communities and livelihoods destroyed. Material loss aside, Cyclone Winston in its wake, has left behind debris of anguish and despair for the whole entire Fijian community. In its response, the Fijian Government together with its domestic and international partners are working hard to coordinate recovery and rehabilitation efforts, particularly in the provision of food, water, temporary shelters, health and sanitation. With the destruction of this scale, the cost naturally will be colossal. Government sources have placed initial estimates at around US$500 million. There is great need for additional resources and expertise to assist Government’s efforts to rebuild communities and the economy with resilient infrastructures, shelters, people and safety-net in the medium to long-term.

１）フィジー　サイクロンウィンストン被災に関しての救済募金お願い

The Fiji Embassy in Tokyo (FET) has launched an appeal for the Cyclone Winston Relief Fund to provide assistance to the victims of the Category 5 – Tropical Cyclone Winston.

Tropical Cyclone Winston – the most devastating storm on record in the Southern Hemisphere – ravaged the island nation on the 20-21 of February 2016, taking lives, destroying homes and livelihoods, and cutting many Fijians off from utilities, telecommunications and essential medical services.

Reports indicate the scale of destruction is beyond anything experienced before in Fiji. As of now, the death toll stands at 43, with countless injured. Public infrastructure have been devastated, homes shattered, schools ravaged, communities and livelihoods destroyed. Material loss aside, Cyclone Winston in its wake, has left behind debris of anguish and despair for whole entire Fijian communities.

In response to this disaster, the Fijian Government together with its domestic and international partners are working hard to coordinate recovery and rehabilitation efforts. There is a great need for additional resources to urgently address the needs of affected Fijians and assist with the rebuilding process.

The full cost and extent of the damage suffered by the people of Fiji will not be known for a few weeks. Disaster Assessment Teams have started their task of mapping the extent of the damage. Early estimates from the Fiji Government puts the cost of the damage to infrastructures, homes and agriculture at around F$1 billion. This is expected to increase as firmer assessments are received. This nonetheless, excludes what government has to do in terms of building mitigation measures.

The FET welcomes any financial contribution/donation towards the Cyclone Winston Relief Fund Appeal, which will be channelled to the Fijian Government Cyclone Relief Fund, to support the Fijian Government’s work in the rehabilitation efforts and assistance for those whose homes and livelihoods have been affected. In seeking assistance for those affected, we are reminded of the bible’s assurance for those that give a helping hand to those in need – ‘Give and it shall be given to you’ – Luke 6: 38.

Your contributions will go a long way in making a difference to someone’s life in Fiji in the next coming weeks.

平成28年2月20日から21日かけてフィジーを襲ったサイクロンウインストンは、南半球の観測史上最大級といわれ、死者43名を含む、多数のけが人、家屋や学校の倒壊、通信手段の切断など、数々の被害をフィジーにもたらし、その被害は、全人口の40％のフィジー国民に及ぶと報告されています。

この被害に対し、フィジー政府は全力をあげての復旧作業に臨んでおりますが、一日も早い復興のために、皆様の協力を必要としております。

フィジー政府はこの過去にない大惨事により、家や財産を失った人々、そして遠隔地に住む人々へのライフラインの一日も早い復旧、復興のために、皆様からの寄付を呼びかけています。

4月8日来日中のキャロラインさん歓迎を兼ね、東京在住ASPA会員Eさんとアジア太平洋諸国チャリティーバザーにサポート参加して来ました。残念ながら会場での福引券懸賞開始時間には、間に合わずじまいでしたが、太平洋諸国各大使館（サモア・フィジー・パプアニューギニア・バヌアツ・ミクロネシア連邦・マーシャル諸島等）の特産品販売ブースに立ち寄り、ＰＮＧドッサバ大使夫妻、マーシャル諸島アンネット公使、フィジー大使館二等書記官のクレラさん他にご挨拶して参りました。当日は、あいにくの雨模様でしたが、会場内はトロピカルな雰囲気で盛会でした。ＡＳＰＡ関係者から、福引券ご購入のご援助いただき、フィジー大使館とマーシャル大使館に各１万円のサポートさせていただきました。ご寄附ありがとうございました 😆
